Regulating the Activity of Real Estate Agents: A Key Step Toward Professionalizing Moldova’s Market

Chișinău, April 15, 2025 – The activity of real estate agents is set to be regulated through a clear and modern legislative framework. The Parliamentary Committee on Economy, Budget, and Finance organized public consultations on draft law no. 90/2025, which aims to establish clear norms for individuals working in this field.

RE/MAX Moldova actively participated in these consultations, alongside representatives from real estate companies, the Agency for Geodesy, Cartography and Cadastre, the Public Services Agency, and the State Tax Service. Discussions focused on essential aspects of the draft, providing real opportunities for proposals and recommendations from industry professionals.

The active participation of the real estate sector and the proposals submitted highlighted not only the unity of the industry but also the urgent need for clear, fair regulations focused on professionalism and consumer protection.

Key issues discussed included:

• the need for agent certification by accredited institutions;

• regulating written contracts between agents and clients;

• combating misleading advertising and hidden commissions;

• protecting consumers and increasing trust in real estate services.

The draft law stipulates that real estate agents will be required to hold a professional competency certificate, issued after completing a training program integrated into an information system managed by the Agency for Geodesy, Cartography, and Cadastre. Requirements include higher education or specialized secondary education and a clean criminal record.

Clear measures will also be introduced to penalize unfair practices. Failure to sign a written contract may result in fines of up to 20,000 lei for individuals and up to 40,000 lei for legal entities, along with suspension of the right to operate in the field.

Committee President Radu Marian emphasized that the aim is not to increase bureaucracy, but to ensure transparency, fairness, and consumer protection in a rapidly developing sector.
